8th CPC Already Formed — ToR Issued by Finance Ministry
The Centre has officially constituted the 8th Pay Commission.
PM Modi approved its Terms of Reference (ToR) on 28 October, and the Finance Ministry issued the final resolution on 3 November.
This means the panel is now formally active and ready to begin evaluation.
Govt Response in Lok Sabha: Implementation Date Still Not Fixed
Minister of State for Finance Pankaj Chaudhary clarified that:
- The effective date of the 8th CPC will be decided only after recommendations are submitted.
- Funds will be allocated once the government accepts the panel’s proposals.
- When asked if the implementation would begin from 1 January 2026, he did not commit to any date.
So for now, no confirmed start date.
Who All Will Benefit?
The reply mentioned that 50.14 lakh current employees and nearly 69 lakh pensioners fall under the departments and institutions covered by the 8th CPC ToR.
This includes various central ministries, defence personnel (civil side), autonomous bodies covered under CPC norms, and retirees from these sectors.
Basically, it’s a massive group waiting for clarity.
Composition of the 8th Pay Commission
The Commission has three members, responsible for drafting recommendations:
- Justice (Retd.) Ranjana Prakash Desai – Chairperson
- Professor Pulak Ghosh – Part-time Member
- Pankaj Jain – Member-Secretary
A lean panel, but with strong administrative and economic experience.
Will Salary Hikes Start Immediately?
Short answer — no.
The CPC will first create its methodology and then submit recommendations within 18 months of formation.
Only after that will the government decide the implementation date.
So employees and pensioners should not expect any immediate increment or revised benefits.
